There are many organisations in Germany that award scholarships and grants to international students. For example, the DAAD specifically funds advanced students, graduates and postgraduates, i.e. doctoral students. Besides public funding organisations, there are also many private initiatives offered by business and industry, media and politics that are committed to supporting young international academics and researchers.

Most German universities do not charge DAAD scholarship holders any tuition fees. However, if they do, the DAAD will pay the costs up to a maximum of 500 euros. If your German university asks you to pay tuition fees, please make sure that you contact the DAAD to find out what you have to do.
Please note: The DAAD's commitment also applies to the so-called administrative costs contribution (registration and re-registration costs), but not to the semester contribution.
