International Consultancy Projects

In close collaboration with its member institutions and together with national and international partners in the field of academic co-operation, DAAD sets up effective consortia and applies for tenders from international donors (EU, Worldbank, ADB etc.). For projects in the area of higher education and further training for professionals and managers, DAAD draws upon experienced consultants and experts from institutions of higher education, and thus plays an active role in the development of education policy in the target countries.


Academic Networking Worldwide
Worldwide networking is a particular strength of DAAD. Through its many and varied consultancy activities, DAAD has direct access to the multiplicity of networks in the field of academic co-operation. DAAD is represented on, and plays an active role in the decision making both of, international umbrella organisations and national committees responsible for education policy. The DAAD is the national agency for the EU programmes SOCRATES/ERASMUS, LEONARDO and TEMPUS and operates the IAESTE National Committee for the exchange of student trainees. In addition, DAAD is actively represented in Brussels through its membership of the European Liaison Office for Research Organisations (KOWI) and in the European Academic Co-operation Association (ACA).

As a self-governing organisation of German higher education institutions, DAAD makes full use of the human and infrastructure resources of its member institutions and is able to identify rapidly suitably qualified higher education experts for specific international assignments. In addition, DAAD maintains an up to date register of experts, comprising national and international consultants with outstanding academic know how and relevant project management experience.


Local Expert Pool
Through its global network DAAD is in direct contact with local partners. Colleagues in its 14 Regional Offices and 45 Information Centres worldwide as well as DAAD funded lecturers und so-called Lektors at foreign universities build bridges with the respective project regions. DAAD has at its disposal an active network of over 700 German long-term experts and lecturers at universities abroad, and currently funds 570 Lektors in 87 countries.

Furthermore, local experts are recruited in particular from the approximately 120 DAAD Alumni associations, which have been established in 69 countries to date. Foreign graduates of German universities, who have returned to their home countries, maintain contact with their host universities and benefit from the further training these universities provide for alumni. Through this high level further training, supported by a special DAAD alumni programme, they remain valuable contacts for DAAD: alumni have both professional and regional know-how, and very often hold senior positions in government, administration, business, industry or higher education in their home country.


Expertise in the Higher Education Field
Central elements of DAAD project work lie in curriculum development, the drawing up of training programmes and the implementation of specialised training for teaching and faculty staff. DAAD has experience in the modernization of higher education institutions and provides assistance to partner countries in the field of faculty development and the setting up of courses abroad based on internationally recognised standards. DAAD assists in the definition of quality criteria for the evaluation of academic institutions and degrees and in the development of plans for the improvement of higher education management, planning and finance.

The consulting service covers the following areas:

  • higher education policy and reform;
  • higher education management and finance;
  • internationalisation of higher education institutions (transnational education);
  • scholarship and exchange programmes;
  • partnership programmes for higher education institutions;
  • institution, faculty and course development;
  • curriculum development and staff training;
  • licensing, accreditation and compatibility of degrees (ECTS, double degrees);
  • higher education information systems, distance learning and e-learning;
  • further education and training in specific subject areas; and
  • recruitment, organisation of international education fairs.

Due to its many years of experience in the implementation of small and large scale projects, DAAD ensures the highest standards and efficiency in project management, monitoring and evaluation. The DAAD method combines flexibility with tailor-made solutions and is aimed at sustainable and long term success. Quality management and cost-effectiveness lead to excellence in implementation.

At every stage, project implementation requires close dialogue with the client. The development of joint solutions generates greater acceptance and brings together professional and regional know-how.


References
On behalf of the EU DAAD provided assistance to the Kazakhstan and Romanian government in the implementation of higher education reforms. In the Ukraine DAAD experts were active in the modernisation of the accreditation system. In Lithuania advice was, above all, provided on quality assessment and management in institutions of higher education. In the PHARE countries DAAD was successful in projects aiming at the compatibility of academic degrees.

On behalf of the Asian Development Bank DAAD assisted the National University of Laos in setting up the faculty of economic science. Mongolian teacher training institutions were provided with advice on curriculum development and training programmes in higher education management.
